Biography

Ousmane Sidibé is Professor of Law at the University of Bamako (Mali) since 2006 and Commissioner for Institutional Reform in Mali since 2001. After graduating from the Ecole National de l’Administration of Mali in 1978, he earned a doctorate in Law (option Employment Law) in Bordeaux in 1983. He previously held several positions: Minister for Employment, Civil Service and Labor, managing director of the Ecole Nationale de l’Administration, Minister of State Reform, African Program Coordinator for the participation of workers. He also twice led the Nationale de l’Administration of Mali. Along with his administrative and political activities, he continued his academic career teaching at the University of Bamako since 1992.

Social Protection in Africa: the challenge of extension

The objective of this research is first to understand the root causes of the difficulties in extending social protection in African countries more than fifty years after independence, despite a lot of freedom left to the States, by international conventions, on how to organize their social security system. The research is then to propose elements for a new architecture of social protection in Africa, a new social contract, which makes a proper place to the various actors, based on real concerns of African people and on economic, social and cultural realities. These analyzes will be illustrated with examples drawn mainly from the case of Mali, where an investigation based on interviews will be conducted. Our stay at the IEA will give us access to a comprehensive literature on the subject, but also the opportunity to discuss with authors such as Alain Supiot who has an innovative approach to the issue.
